New Maryland Traffic Laws effective 10/01/25.

On October 1, 2025, a series of new laws went into effect in the State of Maryland, sparking a major shift in how Maryland addresses excessive speeding. The Sergeant Patrick Kepp Act (Senate Bill 590, Chapter 447) sets forth stricter penalties for negligent driving, aggressive driving, and reckless driving.

The law is named in honor of Maryland State Trooper Sergeant Patrick Kepp. Sergeant Kepp was critically injured in 2023, losing both of his legs, after being struck on the side of a highway by a driver traveling at a speed greater than 100 mph.

As of October 1, 2025, the potential consequences for these traffic offenses have increased. Most notably, driving 30 mph or more above the posted speed limit is now classified as reckless driving, and punishable by up to 60 days in jail and/or a $1,000.00 fine, plus points on your driver’s license. You can now be arrested, handcuffed, and transported to a police station for booking if you are pulled over driving 30 mph or more above the posted speed limit.
